Accessibility as a design commitment

A reviewer interface, a training exercise or a published section that is not usable with a screen reader, keyboard-only navigation, or under reduced motion has excluded part of its intended audience from the control it claims to support.

Accessibility is a control-quality issue here, not only a compliance checkbox: a reviewer who cannot operate the acceptance interface cannot perform the human decision the guideline depends on.

Every interactive surface should have a keyboard-operable path and an accessible equivalent to any canvas or visual-only view, verified directly rather than assumed from the framework used to build it.
