Facilitator and assessor separation
A person who teaches or facilitates a cohort should not also grade that cohort's assessment; the roles carry different incentives and mixing them undermines both.
This mirrors the human decision boundary principle applied to competence itself: the record of who is qualified needs the same independence as the record of what was approved.
Where facilitator and assessor capacity is limited, rotate assignments across cohorts rather than exempting the rule for convenience.
