The release decision
A release record presents evidence for a controlled decision: stop, improve, restrict, pilot or release. It does not convert an evaluation score into automatic approval.
The qualification file brings together the intended use, evidence sources, configuration, golden-set results, acceptance criteria, known limitations, user controls, monitoring plan and accountable approvals.
A credible decision can restrict the scope or stop a capability where evidence is insufficient. Honest limits increase trust because they show that the control process works.
