Sixty to ninety days: from pilot to decision

The second phase turns the first month's measured use case into a qualification decision: pilot, restrict, improve, or stop, each with a documented reason.

By day sixty, the reference set, acceptance criteria and pilot results should exist in writing; a verbal sense that "it's going well" is not a decision record.

Use this window to also test the reviewer workflow itself, not only the model: is verification actually faster than production, and does the interface support honest rejection?
