WHY THIS INSTRUMENT EXISTS
A finding is only useful if a competent reviewer can confirm it faster than they could have produced it themselves. When verification time approaches or exceeds production time, the tool has not removed work — it has relocated it, often to a reviewer with less context than the person who would have done the task directly.
The ratio makes that trade-off visible instead of assumed. It gives a use-case owner one number to defend a build decision with, and it gives the design levers — source lines, exact location, one rule per finding — a measurable reason to exist beyond good practice.
