Measure the manual baseline first

A baseline sizes the opportunity, establishes acceptance criteria and creates the comparison for a validation report.

Before building, measure the current task: time, people involved, issues found, issues missed and the cost of a missed issue. When formal data is absent, a sample of real cases gives the project a starting argument rather than an opinion.

The baseline is used again when the tool is evaluated. Without it, claims of improvement are not defensible and the next use case cannot be funded on evidence.
