Define what the system may recommend, what the reviewer must inspect, and what the reviewer is authorised to decide. Make the evidence visible at the point of review and set a time or complexity limit for verifying each finding.
Some decisions stay human by design: release, waiver, disposition, acceptance of residual risk, safety decisions, and signatures. The boundary must be explicit enough to teach, test, and audit.
