Does the evidence exist, and may you use it?

Evidence readiness is a release condition. Availability, permission, provenance, and meaning must travel together.

Inventory the source records, ownership, retention, metadata, labels, revisions, and known gaps. A large data volume does not make an evidence base ready. Missing context can turn a plausible pattern into a misleading one.

Classify what may be used, by whom, for which purpose, and for how long. Keep evidence traceable to the decision it supports and preserve the source authority alongside any generated output.
